An increase to the GST, income tax devolved to the states, an end to negative gearing, a cut to company taxes. The last few months have been an exciting time for big thought bubbles on economic reform, but few of them, particularly from the government, have ever seemed close to becoming achievable policy.

And yet, we know there are major fundamental problems. Housing is unaffordable for many Australians. Public infrastructure is under increasing pressure. Across the world, the extended fallout from the GFC continues. It’s only a matter of time before the next shock hits Australia – and in the most recent Quarterly Essay Balancing Act, Australia between Recession and Renewal, George Megalogenis argues that this time we won’t be in a position to soften the blow – but that it doesn’t need to be that way.
